The settlement will allow for new training for police officers who will be instructed not to take action against homeless people “as long as they are not obstructing the public’s right of way.”

The number of homeless people, who are arrested or receive citations for obstructing public places and sidewalks in San Diego, is expected to drop after a tentative agreement from a federal lawsuit. So reports the San Diego Union-Tribune.
