GC Gives Speech at National Conference Criticizing His Own Staff

The general counsel of the California Public Utilities Commission (CPUC) gave a speech recently in front of regulators from around the country describing a "hypothetical" state utility regulator whose staff attorneys need to learn a lesson about loyalty and good judgment, according to the Recorder.

The speech has drawn criticism from many employee of the CPUC's legal department, and is reflective of the internal struggle that the department is undergoing as it deliberates the financial penalty against Pacific Gas & Electric Co. for its role in the deadly 2010 San Bruno explosion.
