Legislators in both chambers of the state Legislature approved the change, largely based on the recently revealed fact that 1,283 teenagers in the Lone Star State were jailed over the past two years for missing too much school. The new law, effective Sept. 1, requires judges to closely examine the reasons students miss school. It also requires school administrators to enter into "behavior contracts" with students and their guardians before referring the students to adult court.
