It's called the Foreign Intelligence Surveillance Court (FISA), and—as a result of major legislative changes instituted six years ago—it has been interpreting seemingly narrow laws to justify decisions. Some of those laws include one that carves out an exception to the Fourth Amendment’s search warrant requirement, and another that allowed government officials access to data they believe may be linked to nuclear proliferation.
