In a speech he delivered at Oxford University last week, the man who served as the State Department’s top lawyer during President Obama’s entire first term said the administration’s secrecy about the targeted killing of terrorism suspects using drones has contributed to “a growing perception that the program is not lawful and necessary, but illegal, unnecessary and out of control,” according to the New York Times.
