Zacarias Moussaoui, who was convicted on charges related to the Sept. 11 terrorist attacks, filed handwritten petitions in Oklahoma and Colorado alleging he has experienced "psychological torture" while being kept in isolation in federal prison. So reports WHEC, an NBC affiliate.
